Attestation of Documents /Certificates

Documents/certificates etc. issued by Sri Lankan authorities are attested by the Embassy. Such documents/certificates should necessarily be certified by the Consular Division of the Ministry of Foreign Affairs in Colombo with respective seals and signature/s. Documents attested through the new system introduced by the Ministry of Foreign Affairs are also attested by the Embassy.

Applications for attestation of documents/certificates issued by the Kuwaiti authorities also can be attested at the Embassy. However such documents/certificates such as medical certificates, Birth, Marriage and Death certificates, should be certified by the respective Municipality with relevant seals and signature/s.

Document issued by foreign countries should be counter signed by the Ministry of Foreign Affairs of that country or its diplomatic representative in the country in which such documents have been issued, before the request is made to the Embassy. The Embassy only authenticates the seal and signature of the officer who legalized such documents.

Registration of Birth

The Children born to a Sri Lankan citizen can be registered at the Embassy. The appropriate persons for such registration are father, mother or the guardian of the child.

Foreign born children not registered in those countries and presently have arrived in Sri Lanka can be registered at Resistor General’s Department in Maligawatte, Colombo.

However if a child of a citizen of Sri Lanka is born abroad, there is an additional requirement under the citizenship Act that such birth should be registered within one year at the Embassy or Citizenship Division of Ministry of Defence in Colombo to obtain a citizenship certificate.

The applications of Citizenship are forwarded to the citizenship Division which will process the application and send the same to the Embassy for onward transmission to the applicant.

Documents required;

a. The Birth Certificates issued by the Kuwait Authority with foreign Ministry attestation (two copies)

b. The translation of the Kuwait birth certificate and two copies of the same

c. The Marriage certificate of the parents with two copies.

d. Two copies of passport of both parents (Bio data page and visa page when born the child)

e. If the applicant is a Sri Lankan citizen by registration the relevant certificates

Registration of Death

Death occurred at a foreign country can be registered within a period of three months by submitting dully filled application and the below mentioned documents to central record room of Registrar General’s Department or Sri Lankan Embassy at the same country where the death occurred.

a. Death Certificate issued by the foreign Country

b. Documents issued by the airport

c. Receipt for the payment of Rs. 350/- received from the Foreign Ministry (You can collect it from Sri Lankan Mission or Consular Section of Ministry of Foreign Affairs)

The Embassy involves to repatriation/burial of human remains of Sri Lankans deceased in State of Kuwait

The death should inform directly to the consular section of the Embassy

Registration of Marriages

You can resister your marriage at this Embassy excluding the Muslim Marriage and Kandiyan Marriage.

Important Information:

  • One of the parties to the marriage should be a Sri Lankan citizen and should give Notice of Marriage to the Embassy. (Download here)
  • The marriage may be registered in the Embassy after a lapse of twelve (14) days from the date of receipt of the Notice of Marriage at the Embassy and within three (03) months from such date

Document required

  • photographs of both parties
  • Affidavit about civil status for both parties being eligible to marry (single/divorced/widowed) or Unmarried Certificate attested by Foreign Ministry in Sri Lanka. If one partner is Foreigner she/he should submit unmarried certificate attested by their Embassy in Kuwait
  • Original passports
  • Two (02) witnesses with Sri Lankan citizenship should also be present at the occasion and should produce photo and identification documents

Note – We advise you to contact the Consular Division of the Mission to ensure the correct execution of the registration and to avoid unnecessary delay. Incomplete registration applications will be declined.


General Instruction

All Sri Lankan citizens by descent or registration are eligible for a Sri Lankan passport.

The issuing authority of Sri Lankan passports is the Department of Immigration and Emigration of Sri Lanka. Sri Lankan citizens in Kuwait can apply for a new passport through this Mission. These applications are processed by the Overseas Missions Branch at Immigration Head Office, Sri Lankan.  Missions abroad are authorized only to issue emergency travel documents and make certain endorsements on passports.


The validity period of a Sri Lankan Passports is 10 years commencing from the date of issue.  The validity period of Passports are 03 years for minors.


A fresh passport must be obtained under following circumstance:

  • Lack of space in visa pages
  • Passport more than 10 years old (expired)
  • Lost or damaged Passport

    Validity of a passport which is over ten (10) years from the date of issue cannot be further extended and the holder of such passport is required to apply for a new passport.


    Endorsement on Passport


    a. Alteration of Name

    Alterations to name/ may be included in the existing passports provided that the name/s in the birth certificate has/have been altered in accordance with the birth registration regulations of Sri Lanka. Those birth certificates must be certified by the Consular Division of the Ministry of Foreign Affairs, Colombo.

    Female applicants using name of her husband after marriage, who wish to include it in her passport should fulfill the following formalities.

    The marriage certificate should be certified by the Consular Division of the Ministry of Foreign Affairs, Colombo. If the marriage has been registered outside Sri Lanka, the Marriage Certificate should be countersigned by the diplomatic representation of the respective country.

    b. Change of Employment


    A letter from employer or similar proof, which has to be certified by the Consular Division of the Ministry of Foreign Affairs, Colombo or the diplomatic representation of the country where the document was issued.

    General eligibility requirements for Sri Lanka Visas  


    Sri Lankan Immigration & Emigration is satisfied that you are suitable to enter Sri Lanka Sri Lanka Immigration & Emigration approves the purpose for which you are entering Sri Lanka You hold a passport valid for a minimum period of six months from the date you arrive in Sri Lanka Sri Lanka Immigration & Emigration is satisfied that you have adequate funds for your maintenance whilst in Sri Lanka and for the payment of your return passage to the country which issued your passport.     Tourist visa


      A tourist visa is issued to bona-fide tourists who want to enter Sri Lanka for following reasons;

    • Medical treatment including Ayurvedic and yoga
    • Participate in sporting events, competitions and activities relating to cultural performance
     


    Business visa


      Business visa is issued to Foreign National, who visits Sri Lanka for followings business purposes for short period of time.  This visa may be issued for single, double or multiple journeys.

    The ETA initially limited to 30 days stay in Sri Lanka from the date of arrival although it may be extended for up to three months from the Department of Immigration & Emigration in Sri Lanka
